Inconsistent/Very Slow Upload/Upstream Speeds for the Past Week+ - Problems on Local Node

I have been having issues with my upload speeds frequently dropping for the past week or so.  The issues started around Wednesday, November 1, 2023. 

The reason I can tell that I've been having issues is because I stream daily to Twitch.  So if there are any speed drops or changes with my upload, I immediately notice it.  I have been streaming for the past 8+ years and in that time, I have experienced upload speed issues as well.  That said, as of the past year or so, my upload speeds have been very consistent and I haven't had any issues.  

Whenever I have had issues like this in the past, it has always been found by technicians and/or engineers that there are issues on my local node.  I believe this to be the case again, but I'm not sure how to escalate this as the root cause of the issue is not happening in my home or even on my street.  My download speeds are great and my internet connectivity (in general) is also great.  The issue is strictly with my upload/upstream speeds not being consistent or dropping extremely low for several seconds, to sometimes several minutes, at a time, thus being extremely frustrating and problematic when trying to broadcast to a live streaming service, like Twitch.
