iCloud Photos not syncing

I have been troubleshooting a month and cannot figure this out. I cannot sync photos at all on macOS Studio M1 Ultra or iPhone 15. I have tried dozens of things: changed the os, changed my Arris G36 to an Xfi 7 Gateway with weaker wpa2 settings. Checked firewalls, 3rd party ad blockers, network settings, dns settings, turned off Advanced Security, turned off Private Relay, new accounts on macOS and even in safe mode it doesn't work. The only time it did sync was when I made a new Apple ID and used my Consumer Wireless hotspot. What is going on here please? I have also spent about 8 hours on the phone with apple support screenshares to my phone and desktop.  Thanks.
