how to file a compliant about customer service

I wanted to report again a dangerous issue. I am not a subscriber. I was informed I had to join to report the issue. I don't want to do that even if the $1 cost is refundable. I want to make a complaint plus let you know that I'll sue or call the police if property or a person is hurt/killed because the issue was not addressed a month ago. I don't have an account.
