If users have direct physical access to the gateway, there isn't anything really you can do on the software side no matter which ISP you have. You'll have to lock it away in a tamper proof box or in a place they won't have access to.
I do remember having to confiscate my son's XBox and his phone for abuse of online privileges. Hopefully it won't come to that.
