How can I change my public IP address? My WAN?

How can I change my public IP address? My WAN? When I run ipconfig /release & ipconfig /renew, it only changes my private IP address, but not public address.

If you are using a router that has a MAC address cloning feature, you can clone a different MAC address into it. This will force a change of your Comcast assigned WAN / public IP address.

It can't be done with the Comcast supplied gateway devices as they lack that feature. You can get a different public IP addy assigned by putting that gateway device in to bridge mode and then attaching a separate / stand-alone router to it. Or swap out the device completely for another one.
