Horrible internet

We moved to a new house last year and we were told at the beginning that we qualify for higher speed because of our new neighborhood. We just had to pay a little more. Ever since then we have had issues with connectivity and speed in our offices upstairs area. We have many devices but since it's only two of use not many are active at the same time. Our house is also smaller then where we used to live and when we test connection the app always says we have strong connection everywhere but we are barely getting any speed of what we were promised. We never had that problem in our previous place even though the house was bigger and with more people. I have talked to so many representatives and even managed to get an xpod but it has not helped. I have tried to get a technician to move our modem upstairs instead but was told they no longer offer the service of activating a new connection and that I have to hired a construction company to do it. Is this my only option? Is there anything else that can be done? I am tired of calling every week just for it to stay the same.
