Got 1000mbps upgrade, only 90mbps

I recently got the package that gives up to 1000mbps download speeds and I'm not getting anywhere near that. I uninstalled Modern Warfare and reinstalled it and im only getting 90 mb per second. Any way to fix this? I'm on my computer but games download even slower on my xbox at around 50 per second. It's not my wifi card because I'm hardwired as well as a brand new motherboard. Xbox is hardwired as well.
