gateway/router can't connect on 10.0.0.1 - refused to connect

Getting a message when attempting to go to 10.0.0.1 "refused to connect".  I didn't change the IP address.  I checked with ipconfig and through internet settings, and that's the ipv4 address.  Rebooted the router a couple times, same error.

HELP!

Hi! Thank you for taking the time to create a post here. You're in the right spot for help. I wanted to follow up on this and check to see if you had tried navigating to the 10.0.0.1 URL through any other browser? If not, did you clear the cache and cookies through the browser you were using? If you try to navigate to that site before the modem is fully back online, it will error out as well.
