Frequent Outages

I live in the bellingham area east of the university. For the past month or longer, I have been plagued by constant outages and ping significantly higher than I am used to. I need to at the very least understand why this is happening and what can or is being done to fix it by XFINITY, because this is not remotely what I am paying for.
