"403 Forbidden" responses come from the target system, not from your ISP or anyone along the path to the target system. I can reach the site using my Comcast Internet connection, so the block is not a Comcast block. If you are only blocked using your Comcast connection then the host is blocking your public Comcast IP, whether they know it or not, and whether they admit it or not.
You can look up your IP at https://www.google.com/search?q=what+is+my+IP. You'll need to ask the site's admins for help with this.

I wanted to add a benefit to using a Xfinity xFi Gateway is xFi Advanced Security which helps prevent you from accidentally accessing risky sites. If you're trying to access a website that you think is being mistakenly blocked by Advanced Security, submit a request for reassessment at spa.xfinity.com. The request will be reviewed, and an update will typically be provided within three business days. Here is how:
Go to spa.xfinity.com.
Select Report an issue at the bottom of the page.
Select I can't reach a website that I want to go to from the drop-down menu. Then, click Continue.
Fill out the required fields.
Click Review.
Review your answers and click Submit.
You'll get a confirmation email once we receive your report.

Advanced Security doesn't return "403 Forbidden" responses, does it?
I haven't been able to find any examples on an Xfinity page of what an the user would see if Advanced Security blocked a website, but TechCrunch published this example back in 2019: https://techcrunch.com/wp-content/uploads/2019/01/6-xFi-Advanced-Security-Hold-On-iPhone-setting-16x9.jpg. If that image is out of date, perhaps you could provide us with a more current example.
