extremely slow download speeds

We pay for 400 mbps download speeds, and I just tested my speed on Xfinity, and I am getting 86.  My laptop is located right next to the router.  Why are my speeds so slow?

As a test, does a computer / device that is hardwired directly to the router / gateway device with an ethernet cable have the same problem ?

I pay for 300mbps and when I checked my download speed it is only 51 and it is right next to my router?  Please help?
