Ethernet ports no longer work

Tried everything.  I even swapped out modems at a store and the ports are not working.  i have tried everything downstream from the two LAN ports i use, green light on the ports flash but no orange, meaning it sees the next connection but is not sending data.

this is NOT my network that is the issue, xfinity did something and those ports are not working.
