Duplicate Mac Address

When a network finds a duplicate mac address does it block it? I have two devices with the same mac address that worked for a day or two (never connected at the same time), but then they stopped recieving internet access. I tried clearing arp cache and releasing/renewing ipconfig on both computers. Anyone know how to resolve this issue?

Do you know of a fix to this? I tried changing the mac address of one device, but the shared mac address still appears to be blocked.
