Drop bury cable comes from my neighbor's house, not the utility pole, lots of loose wires on pole/active cable above ground, in my yard..

Back in the middle of November, my western neighbor was outside at the utility pole with an Xfinity worker.  The worker cut one of the cables coming off the pole and said "no go in and see if your internet still works".  My neighbor came out and verified his internet was still functional (this was my cable).  Worker cut a second line and my neighbor went inside and verified that indeed, this was the cable previously providing his service.  The worker proceeded to cut through his invisible dog fence and underground sprinkler system.  

I informed Xfinity my service was out.  I talked to my neighbor and and found out what had transpired.  When Xfinity arrived, I was able to direct the worker directly to the problem.  He said it would take two teams to fix the issue - a team to access the utility pole and a team to perform the drop bury.  He ran a temporary cable from my eastern neighbors home to me so that I'd have service in the meantime.  

Utilities were marked just a few days later.  Then nothing happened.  I waited about a month.  I called Xfinity, was told they'd be there the next day.  I chatted with agents - always told someone would be there the next morning.  That my project was made a priority.  Nobody showed.  I was told that the agent would follow up (never happened).  One even told me she'd give me $80 to rate her a 10.  (She gave me nothing so when I called to complain I did get my $80.).  I chatted or called TEN different times from late December until early March.  No one could tell me what the hold up was or when work would resume.  

Xfinity arrived 3/14 Saturday and quickly performed a drop bury from my neighbor's house to mine.  Not from the utility pole.  Not along the property line.  Ran it from my neighbor's house.  (No utilities have been marked at my neighbors house!)  The conduit at my home is sticking up so that when it rains, water will run down into the conduit.  Also, I'm assuming wasps will get into the opening.  To be clear the temporary cable was removed.

The utility pole has multiple loose cables blowing in the wind.  At the base of the pole are unburied cables that run several feet before going underground.  At least one is the "new" cable carrying the signal to my western neighbor that was improperly buried in November.  When the mowers come through to mow the berm those cables will be toast.  On the southeastern edge of my property (just north of the pole), there is a capped wire sticking two feet out of the ground.  There are two cut wires, each from one to three feet long, sticking out of the ground.  

I contacted Xfinity the same day to report these issues (and wondering why my cable wasn't ran down from the utility line, down the property line and to my home) - this was the 11th time I've contacted Xfinity.  I explained everything to the gentleman on the phone, he was at a loss for words.  I left a note on the door in case I'm sleeping after working nights and miss the worker that was to be dispatched.  No one has come.  Today I got an e-mail saying the project is finished.  

I've wasted over 8 hours chatting and on the phone and I'd really like to be able to walk my yard with someone who knows what they're doing to explain my issues.  This is now the 12th time I've contacted Xfinity.  Please help me.
