Downstream/Upstream issues

I have had this issue for years, long before 2017.  In the beginning they told me not to worry about it.  Now, I get circular arrows while I have to wait for things to load on my streaming. 

This is nothing new, but the techs who have come out over the years, just can't seem to isolate the culprit.  So, I have reset my logs and will try to post my reports every day.  The problem is trying to catch the downstream and upstream statistics at the exact moment the issue happens.  Any ideas here

About to change out the Netgear C7000-100NAS Cable Modem Router for a Motorola MG8702 and gigabit service.

Going to check the cable to the modem.  That is the only thing which has not been switched out that I know of.  We only have internet and nothing else, I am under the impression that there is no longer a splitter involved in the wiring.
