Download of a particular file always fails, regardless of which server it is downloaded from

Why am I incapable of downloading this file over Comcast Internet?

http://us.archive.ubuntu.com/ubuntu/pool/main/o/openjdk-21/openjdk-21-jdk-headless_21.0.9%7e8ea-1_amd64.deb

It succeeds if I use my phone's hotspot, and it succeeds if I download it over an encrypted connection.

This file is available on mirror servers as well, and it fails to download from them also, and in the exact same way. It always gets to about 99%, and then stalls.

Has anyone tried to reproduce this?

I can reliably reproduce the problem using Firefox, but not Chrome. It also fails to download using wget and curl, and using Ubuntu's apt update, which is how I discovered the problem.
