Does Xfinity install inside wiring for residential customers?

I recently moved into a new house and the install tech said that the (brand new) wiring inside my house was very noisy, causing my internet speeds to be slow and my TV picture quality to be degraded.

He said the only fix is to replace the inside wiring - does Xfinity provide this service?
