Customer owned modem speeds purposely slow?

Im in the 800mbps plan and im using a Netgear CM700 | Model number: CM700. i can't even get 300 down. The terrible "techs" I've been talking to online and on the phone blame it on my modem... https://www.xfinity.com/support/devices/#details says I should be able to use this device.
