Constant Ping Issues

I have been having consistent ping issues for about 4 months. I have had 3 technicians come out all telling me something different. I can see that it is an issue on Comcasts end as we have replaced the Modem and Router and All Lines. This is an upstream SNR Issue. I am going to attach pictures as well. Please look at our past tickets.
