Constant Packet Loss at Peak Hours

I have consistent packet loss around 8:30pm-10:30pm every night.   I'm direct connected and have tried a different modem / cable so I know my hardware is not at fault.  This does not happen during the day.  I have a friend who lives about 7 miles away and has the same issue during the same times at night and he has tried the same troubleshooting.  I'm requesting that someone look at this on the back end if possible because he has had multiple techs come out and they cannot find an issue.  I'm not going to waste my time with waiting for multiple techs and will just switch providers as that's the easiest solution it seems currently if this cannot be looked at on xfinitys end.
