Constant internet loss around the same time of day

Just after a recent maintenance on the poles in my neighborhood I have consistently over the last week had connectivity issues around 13:00 to 15:00 EST. After digging through the forums when it's restored, or on my phone in the meanwhile. I have checked the power level in the router for downstream and upstream. Downstream is showing 2.9dBmV while my Upstream is at a Whopping 57 dBmV. There are no splitters or anything in-between the wall and the router. Can this be caused by the work that was done outside? Or has this been an ever existing issue and just now cropped up? Have been in this house for 3 months with no issues untill after the work.

It connected again after having it powered off for 5-10 minutes. (don't know if that's what actually fixed it)
Just kidding, down again. Using my phone as a hotspot to paste the Router logs.
