Constant Internet Drops Driving Me Nuts

It feels like we're chasing ghosts. Moved into a new apartment and got Xfinity "Gigabit" internet, and it seems like this apartment is unlivable due to terrible Xfinity internet.

At first, I had the issue of speeds constantly fluctuating and getting 10% of the bandwidth we paid for, in conjunction with random drops. So they came and replaced the wiring in the hallway. Speeds became consistent afterwards. However, the issue of random connection drops persisted.

We've tried everything and spent hours in frustration calling the very much under-attended support line. Replaced the modem, which was apparently an upgrade from XB7 to XB8 (or whatever it's called). Did not solve the issue. I hardwired my devices to ethernet, but the drops persisted despite ethernet. I've tested multiple configurations on multiple devices. When my connection drops, it happens to ALL of my devices, regardless of if they're on Ethernet or WiFi. So the issue has to still be with either the Modem (which was already replaced), or the outside wiring (which was already redone).....

Please help. This is unbearable.
