Consistently Slow Internet Speed 22-38mbps

I have a router, Archer C9, and modem, Arris SB6190.  I downgraded my plan from 400mbps to 150mbps because I have consistently had speed's of 22-38mbps.  Why are the speeds the exact same as when I had the 400 plan?

Hi! Thank you for reaching out! It sounds like something is going on that is only giving you a small amount of speed. Generally, this is a maximum throughput, not a percentage of your plan. Have you checked your modem's stats and logs to see what your modem's health is? Also, what speed is your router getting from the modem? Somewhere, there is a bottleneck. As a heads-up, the SB6190 is no longer a recommended modem on our network.

Edit: I recommend checking out our Internet Troubleshooting Tips. If your experience doesn't line up, you may need to refer to your owner's manual.
