Connection drops for 5 seconds every 11 minutes exactly.

Starting a few days ago my home internet hangs for ~5 seconds every 11 minutes exactly. Using the route tracer the issue is at a border router and not my own.

Just to provide an update, Xfinity came out to my neighborhood today and took down the network for ~8 hours and seem to have resolved the issue now that it has been brought back up.
