What do you mean your first computer is connected by cable? Exactly what modem/devices do you have now? If one of your computers has WiFi capability, you might be able to use that mode of connection. Other than that, you might need a separate router/switch to provide additional ethernet ports.

If the computer that is already connected to the internet is a W10 computer, set up a Mobile Hotspot and connect computer #2 to the already-connected computer via WiFi.
So second computer connects to first, and the first acts as in intermediary and "relays" or "passes" the info to and from the internet and the second computer.
Of course, both computers will need to have operational WiFi.
If the first computer does not have WiFi, like an older desktop for example, you have two options:
A. Add a second network interface card (NIC) to the first computer (used on eBay for $5); connect the second computer to the newly added NIC on the first computer by ethernet cable; then run the Mobile Hotspot wizard.
B. Add a WiFi adapter either in expansion card form or USB form, to the first computer and set up a Mobile Hotspot.
