Comcast Packet loss and latency

I've had this problem now for over 6 months and the tech they sent out had no idea what packet loss was. He ended up replacing something outside on the pole and it fixed it for about a week but now its back and worse then ever. Going to post a link with my ping plotter results if anyone could explain to me what is going on it would be greatly appreciated. I am using a wired connection.
