CODA 56 capped at 40mbits upload on 2000/250 plan

I have a Hitron Coda56 modem on the 2000/250 plan. My download speeds are around 2000mbit as expected, but my upload is capped at 40mbit. I have had a ticket open in the xfinity reddit modmail for over 2 months which doesn't seem to be going anywhere, and I have also tried calling/chat multiple times. I had a tech out today that did not find any issues and said to contact xfinity again.

Below is a screenshot of the modems WAN page. Both OFDMA upstream channels are disabled when at least 1 should be enabled. Could someone please escalate this past tier 1 support? I have been told to go through basic troubleshooting steps so many times and no one seems to recognize this as an issue.
