CM2000 Bad Upload Speeds 2.1MB

I recently upgraded from a Motorola modem to the Netgear CM2000. I've been getting 700MB down but constantly around 2MB uploads. I've rebooted the modem and Wi-Fi network (Deco x60) twice with no improvement. I spoke with an Xfinity Chat Agent who said it needed to be provisioned however they came back with the message:

An automated check has determined the Internet Device is unable to provision with a valid bootfile, most likely due to the device not capable of supporting the subscribed speed

I don't really understand how the cm2000 isn't rated for the speeds as it can handle 2.5TB and I have the 1.2TB plan. If anyone could help or maybe that agent just didn't know how to provision it properly that would be a great help

   The "To:" line prompts you to "Type the name of a person". Instead, type "Xfinity Support" there.

   - As you are typing a drop-down list appears. Select "Xfinity Support" from that list.

   - An "Xfinity Support" graphic replaces the "To:" line.

   Type your message in the text area near the bottom of the window

   Press Enter to send it

Thank you, I had an Xfinity tech come out and they determined it was an issue with the modem itself not taking the provisioning correctly. I upgraded to an CM3000 which resolved the issue
