Charge for a service call

Xfinity provided me with a new modem.  Great.  But it does not work as well as the older one.  Is this a scam by xfinity?  They provide an inferior piece of equipment then charge you to come out and address it!  Xfinity's customer service was once a good thing.  Now it's so bad I think it's going to be time to get a new provider.
