Can't set up new cable modem without cell service.

I just got a new cable modem from xfinity to replace my old one (apparently the new ones support wifi 7). Setup requires using the xfinity app. Th eproblem is that the cell signal where we live is poor to non-existent and we rely on the wifi for our cell phones. With the new modem not set up yet there's no wifi yet of course and so no cell service. So no wifi and no cell service and the xfinity app won't work. Even our home phone is from through comcast.  I'v etemporarily reconnected the old modem to get back online to look for some help. Can someone tell me how to get my new modem connected if I donlt have cell service.
