Bury cable

Why won't they bury my fiber cable it's been 4 weeks since I got my system installed I got fiber laying across the road through my yard can't move the grass people are complaining I've called tech support three times I've had two technicians come out tell me they were going to schedule the cable to get get buried and it still has not been buried it's still sitting across the road running through my yard
