Being hacked

Need help because I believe I’m being hacked and restarting my Xfinity modem/router doesn’t fix it. Constant malicious ip on my router, constant Ddos, slow speeds and after running a port scan found something called opendns on port 53 which I didn’t install(not sure if this is normal)

Instead of just "re-starting" it, you may need to reset the device to factory defaults by pressing and holding in the recessed reset button on the rear for 30 seconds. The user name and the password will now be the defaults of admin and password. And you will lose any other customized settings (like your WiFi password), and they will need to be re-configured from scratch. Good luck !

O/k well you only mentioned "re-starting" so. You might consider getting it swapped out for another and see.
