Bad service to be resolved only in Q4

Hi, I am a long Xfinity customer, just recently started to have issues with my service, specifically lost packets during upload, upload speeds are very slow. I am paying for 1200down and 35up speeds but get half of that. 2 technicians came and looked at the issue, they do find that upload is very slow. They then contact their supervisors and resolution stops on that. Their response is" this node is due for a split in Q4, customers will experience issues until we pay new fiber which depends on county permits" I don't think this is a satisfactory answer, issue is still there, and I am not sure what else I can do escalate this. Any help is appreciated.
