Not really a clear picture at all and the circle is huge but maybe you were high passed (a filter put on your drop for noise/ingress). Looks like maybe an address tag along with a tag for a filter. What do you mean by "capped"?
by capped, I mean my data speed were around 600-750 (I would regularly/daily test as I was working from home and My son plays online gaming), until an xfinity field worker randomly stopped by my house to tell us to call and schedule a tech visit to check out a “leak” he detected. The tech worker came out, checked everything, said no problems and said the field worker would be back the next day to take off the “thing he put on the pole wires”... he was pointing at the red and blue tag looking things in the picture I posted. I asked if that is the cause of my internet speed not testing over 250 mbps since he stopped by... he said yes. The field worker never showed.., so I was just curious if anyone knew if these were actually the culprit.

you may need a second opinion. The tech sent out to fix the leak couldn't posssibly check for noise properly if they didn't go up the pole and attach their meter to the drop and scan it. If they did go up the pole, they are the ones to remove the trap, maintainance isn't coming back to remove it. If it was removed and there is still noise, maintainance will put another one on. The filter keeps noise from back feeding out to the neighborhood and if the noise is severe enough, it would be a different trap disconnecting all services.
