Additional IP Address for my Modem
I am connected to Comcast internet with an ARRIS TG862R modem. I want to use another available ethernet port to hardwire my office-room PC in the basement. Will I need another IP address for that purpose, and if so, how do I get that?

You don't need another public / WAN IP address with that device. If it is not in bridge mode, it will assign private / LAN IP addresses to its ethernet / LAN ports.
