400mbps plan -- getting 100-250
Per the subject, have a 400 plan, getting 100-250 on my desktop. Some background:
I have my own modem/router (Arris Surfboard SBG10 DOCSIS 3.0) that I've confirmed is compatible with Xfinity. I used it in NY (Optimum) before I moved to Phila 4 weeks ago and had no issues. Since I've moved here, my speed has fluctuated between 100-250 mostly, with rare occasions getting up to 400-475. Have factory reset the modem, tried buying a different one, had Xfinity come and replace the hardware in the wall. Same outcomes. What the hell is going on?

Note that the SBG10 is not rated for use with 400 Mbps Internet service. https://www.xfinity.com/support/devices says the device is approved for use with "Wired Download Speed Up to 392 Mbps". Using devices on Internet speed tiers for which Comcast has not approved them tends to produce unexpected results, often speeds well below the manufacturer's ratings. It would be best to upgrade the device, or choose to a lower plan speed for which the device is approved.

The MG7540 isn't rated for use with 400 Mbps service either. Please see https://www.xfinity.com/support/devices which says the device is approved for use "Up to 375 Mbps". You need faster hardware or slower service.
