2Gb Internet tier - DL speed capped at 40Mbps

Within the last few days, I have noticed that my download speed has been severly diminished, peaking at only 40mbps.

I am on the 2gbps plan and until a few days ago, would routinely get download speeds in the 700-800 Mbps range. 

When I went to my account and clicked on manage your plan, I noticed that it says I'm on Internet 100, with download speeds up to 2000Mbps. 

Is there anyway I can get my full speed back? I signed up for 2gbps last year during the 5 year, price gaurentee promotion.
