2.5gbs port not working after planned maintenance

Ethernet port 4 on my XB8 router stopped working this morning. There was planned maintenance in my area overnight and I think maybe during/after they pushed a config file that messed up. I got a new XB8 router and set it up and the exact same port was not working. This made me think it might be the device or cable, but I tried 3 different cables, 2 different ethernet cards, and using my tv, but still no connection. On my desktop it fails to identify the network when connected to that port. I factory reset them both and the port is still not working. Is it possible that a higher level tech can push something to it, or just help in general? I called and they couldn't help me other than offer to send another.
