1GB Internet Speed <> 1 GB

I recently opted to upgrade to 1GB internet to take advantage of a special deal for xFinity TV. We were at 300GB speed (Internet only). Now we struggle to reach 250GB and the internet quality is terrible. I can not reach anyone at xFinity unless I Am willing to hold for a very long time on the phone.
