12/23/2023 - Download dropped from 4000 Mbps to 3 Mbps

On 12/23/2023 internet speed dropped suddenly blocking the ability to stream content, download system updates or send files.
Tests show the bandwidth is locked at 3-5 Mbps down and 5 Mbps upload.

If I log into a 3rd Party VPN server and run the exact same test form both a California and Seattle end points the download speed is 100 times faster? 
What gives?

Testing downloads using sample files from test download (https://downloadtestfile.com/) and even the 10 or 50 meg files will take 30 minutes to an hour?
Even then it is no where near the 400 Mbps I pay for and that I was getting prior to 12/23/2023.

What options do I have other than considering getting Fiber installed?
