<100kB/s download from s3.amazonaws.com. Bad routing tables at Xfinity?

I am downloading a file from host "s3.amazonaws.com" and download speed is in the 0.1MB/s range, i.e. <1Mbit/s. I tried the download from two different computers, one WIFI and one Ethernet connected, and the results were the same.

I did Xfinity and Google speed tests from two devices in my home and both of them came back with 20MBit/s (2.4Ghz WIFI, old laptop) and 300MBit/s (5Ghz Wifi, modern phone) respectively. I think with this I can rule out any internal or general Internet connectivity issues.

A trace route to s3.amazonaws.com results in this:

To be honest, I'm not ex expert at interpreting this, but here is a trace route to Google for comparison.

Tracing route to www.google.com [172.217.10.228]

10 21 ms 22 ms 20 ms lga25s59-in-f4.1e100.net [172.217.10.228]

No request timeouts this time. I suspect that Xfinity has some incorrectly configured routing tables or so, possibly sending my data around the globe a few times.

Xfinity, can you please take a look at this?

For kicks I switched to my phone's hotspot (actually Xfinity Mobile, burning through my data volume). Lo and behold I am getting 500kB/s download speeds, or 50 times as much as through my Xfinity home Internet. I would say, clearly something is majorly wrong in the AWS-related routing at Xfinity.
