Why can't Xfinity Internet ONLY users use the Xfinity Stream app on Apple TV?

I've read other forum posts stating using Xfinity Stream on Apple TV without a television package is prohibited. This is just lazy from a product perspective. Here's why:

1. I can watch on my phone or tablet and cast the content to my Apple TV.
2. Simply code the app to detect user type. Once Internet ONLY user is detected, only allow user to access the same content as the mobile/tablet app. 

If you can't make this happen with your current staff, hire me for a month and I'll do it for you.
