stream troubleshooting

I only have Xfinity TV service.   Do not have Xfinity Internet.

However in the past I could view programming  on my PC from the "Watch Online" in my portal.

Now, when I click it just says " Xfinity Stream" and it never goes away.

It works fine on my phone.

In the past, I would have some blocking of some sporting events but everything else worked fine.

Tried on multiple computers both hard wired and wifi ( I am an IT Pro) and cleared cache, multiple browsers and rebooted.

I can get in the portal for my account just fine > but cannot view TV online.

Is this related to my connection or  is this Xfinity just blocking me because I don't use their Internet.
