Download DVR recorded program to laptop

How can I download one of my recorded DVR programs to my laptop? I have a Dell XPS laptop. I get a download option from Xfinity Stream when the app is run on my tablet, but no download option when running Xfinity Stream on my laptop. Is there a technical reason the application doesn't allow downloading on my computer?
