disable emergency notifications weather and amber alerts won't let me watch live tv

Whenever we have severe weather we get a purple screen playing a noise and saying emergency and the same for amber alerts, but the amber alerts are at least short even though they wake up our baby.  Aside from cutting in on shows, these alerts are actually dangerous as we want and need to watch our local weather and the streaming app will only show the emergency notification screen.  I can turn these off on my set top boxes but cannot find out how to disable or turn off these notifications on our TVs using the streaming app.  We need to be able to see our local weather during severe storms.  How do I disable this well intentioned but very dangerous feature on the Xfinity Stream app on Google and ROKU TVs?
