Brand New Home and Xfinity Cable is not offered, but wifi is???

I live in Northampton Mass in a new Home Development (Hawley Manor 01060).  We have Xfinity Wifi and it works great.  So great, that we decided to add Cable, but Xfinity states that they do not have the ability to offer cable at our address.  I find this hard to believe since our neighbors who live very close to our house have Xfinity.  I think the Developer has not partnered with Xfinity.  If this is case, can someone tell me what I should tell the Development to do so that we can have cable?  I visited the Xfinity store and was provided a case # (HS3688169), but have not heard back from the store team.
