Apple TV Activation Issue

I have stream bundle from Xfinity that includes Apple TV.  All my other services are activated.  Apple TV does not have a "button" to click to activate.  I have had three hour long calls with Xfinity about this and the told me its a system wide issue.  The calls were three weeks ago.  They told me it would be resolved on its own, but as of today I still can not activate Apple TV.  I have no idea what to do now.  Even called apple, and they say Xfinity needs to allow the activation.
