Xfinity Streaming App Does Not Work On Streaming Devices Connected to another Xfinity network

Myself and my neighbor are both Xfinity customers with full TV and internet services.  When I go to my neighbors house, with my own device, I am unable to Live Stream over the xfinity stream app.  Why is this?  I'm using my own account and on another paid xfinity wifi network.  This is ridiculous to block this.

You're able to livestream all the networks included in your Xfinity TV service if you’re connected to your in-home WiFi network. And, find out what channels you can stream both in-home and out-of-home with the Xfinity Stream app and Xfinity Stream portal.
