Xfinity Stream App not getting enough speed for 1080p steams

When I stream 1080p content to my Samsung TV through the native Xfinity Stream app, I occasionally see dips in quality where the content becomes fuzzy. 

 

Through my router, I monitor exactly how much network bandwidth my TV is utilizing and when Xfinity Stream is running it only utilizes 500-700 KB/s on average, as in the attached screen shot.

 

Conversely when I stream through Netflix or other applications on my Samsung TV, my router indicates the TV is using 2-3 MB/s, much more like what it should be using for 1080p and 4K content.

 

Is there anyway I can force the Xfinity Stream app to recognize my full bandwidth and download faster?

the content for non-4k special events programs is at 1080i or 720p. non local channels are 720p and mpeg4 coding meaning a lower bit rate that your device is measuring.
