I keep getting the playback issue:: TVAPP-00400 whenever I’m trying to watch a specific program on the app. It will play for 2 minutes then start over each time .

Hello, @user_76fdfc. I Would love to look into what may be causing the error appear. Are you connected to your in home Wi-Fi (not he xfinitywifi or XFINITY hotspot)? Are you using a VPN with your connection? What type of device are you using the app on?
